Introduction
On April 10th, 2026, The Federal Motor Carrier Safety Administration issued a temporary exemption to support the transition to the National Registry II (NRII) system.
This update allows CDL and CLP holders to continue using paper medical certificates as proof of medical qualification, despite the industry’s shift toward fully digital records.
Key Update Summary
- Effective Date: April 11, 2026
- Expiry Date: October 11, 2026
- Applies to:

What This Exemption Allows
- Continued use of paper medical certificates as proof of compliance
- Flexibility during the transition to electronic medical certification (NRII system)
- Medical examiners can:
- Submit results electronically

This creates a hybrid system (paper + digital) temporarily
What Is NRII (National Registry II)?
NRII is a new system requiring:
- Certified medical examiners to submit driver medical results electronically
- State Driver Licensing Agencies (SDLAs) to receive data directly and securely
Goal:
Eliminate paperwork, reduce fraud, and improve compliance accuracy
What This Means for Drivers & Companies
For CDL Drivers
- You can still carry and use paper medical certificates
- However:
- Your records are also being submitted digitally
- You must ensure:
- Your medical status is correctly updated
For Trucking Companies
- You can continue accepting paper certificates temporarily
- But must prepare for:
- Fully digital verification systems
- Reduced reliance on physical documents
This is a transition phase, not a permanent rule
